Senator Tarr moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4198—A Bill to amend and reenact §21-1B-2, §21-1B-5, and §21-1B-7 of the Code of West Virginia, 1931, as amended; and to repeal §21-1B-6, relating to E-Verify employment verification system; providing definitions; allowing employers to register and create E-Verify accounts; permitting employers to verify new employees’ authorization to work; creating exceptions; revising certain penalty; removing certain criminal penalties; revising business-license sanctions; removing prohibition on claiming certain business-expense deductions; providing affirmative defense for employer that uses E-Verify employment verification system.
